Vivant Foundation Inc., the CSR arm of Cebu-based Vivant Corporation, has turned over a technical-vocational education program to Marigondon National High School in Lapu-Lapu City, providing TESDA-standard plumbing tools and equipment to support the school’s first TESDA-recognized plumbing certification track.

The turnover, conducted under the Foundation’s Project Tubod initiative, was carried out in partnership with the City of Lapu-Lapu, the Metropolitan Cebu Water District (MCWD), and the Department of Education (DepEd). Beyond the donated tools and equipment, the Foundation also provided teacher training to help the school meet DepEd requirements for offering the Plumbing National Certificate II (NC II) track—the first time the program will be offered to its students.

Project Tubod was designed to address a gap that has persisted since the country adopted the K-to-12 curriculum: graduates leaving school without the certified, industry-ready skills employers are looking for. The water sector, in particular, faces a shortage of trained plumbers even as demand for water infrastructure and services grows in expanding urban and tourism areas such as Lapu-Lapu City and Bantayan Island.

Marigondon National High School’s senior high school population stands at nearly 8,000 students. It is the fourth public school to receive support under the program, following Liloan National High School in Cebu, Palawan National School in Puerto Princesa City, and Santa Fe National High School in Bantayan, Cebu, where two teachers have already completed training and passed their NC II assessment.

“It all starts with our young learners. When we equip them with the right skills, we’re not only preparing them for the future—we’re also helping protect one of our most important resources: water,” said Shem Jose W. Garcia, Executive Director of Vivant Foundation, Inc. (VFI).

“Water infrastructure is only as strong as the people who maintain it. By helping equip the next generation of certified plumbers, this partnership with Vivant Foundation and Marigondon National High School strengthens the technical foundation our water systems will need for years to come,” Atty. John DX Lapid, General Manager, Metropolitan Cebu Water District (MCWD), meanwhile said in support of the project.

For Dr. Marilyn S. Andales, Schools Division Superintendent, Division of Lapu-Lapu City (DepEd), programs like this bring the K-to-12 curriculum closer to real industry needs. “We’re grateful to Vivant Foundation for helping Marigondon National High School offer a certification track that gives our senior high school students a direct path to employment after graduation.”

“This is a significant milestone for our school. Being able to offer the Plumbing NC II track for the first time gives our students a real, industry-recognized skill they can use right after graduation, and it wouldn’t have been possible without the tools, training, and support from Vivant Foundation and our partners,” Jerlie Marie Baguio, School Principal, Marigondon National High School Senior High School, on the other hand, said.

The program takes its name from the Bisaya word “tubod,” meaning spring, a natural source where water rises from the ground. Vivant Foundation has framed the initiative around the same idea applied to people, that young learners, like a spring, are themselves a source of the talent and skilled labor the water sector will need going forward.
