DOST, DFA Sign Pact To Promote ‘Telang Pinoy’ Globally

The Department of Science and Technology–Philippine Textile Research Institute (DOST-PTRI) and the Department of Foreign Affairs–Office of Cultural Diplomacy (DFA-OCD) have formalized a partnership to advance cultural diplomacy and elevate Philippine textiles on the global stage.

In a news release on Thursday, the DOST-PTRI said the collaboration was sealed through the signing of a memorandum of understanding (MOU) on Wednesday by its director, Julius Leaño Jr., and DFA-OCD acting head Arlene Magno.

The agreement aims to strengthen cooperation in promoting “Telang Pinoy” both as technological innovation and a vital expression of Philippine cultural heritage across local and international platforms.

Under the MOU, both agencies committed to share expertise, information, and resources to undertake joint initiatives supporting the development, promotion, and global recognition of Philippine textiles.

These include Philippine Tropical Fabrics (PTFs), handwoven textiles, natural fibers and dyes, Philippine silk and other textile technologies developed by DOST-PTRI.

The partnership seeks to enhance capacity building, reinforce cultural diplomacy efforts, and boost the international competitiveness of Philippine textiles and the broader creative industries sector.

Among the key initiatives outlined are joint promotion and advocacy activities to position Philippine textiles as cultural and innovation assets in local and international arenas.

The agencies also plan to mount exhibitions, displays and showcases in embassies, foreign missions, international cultural events, and other diplomatic venues.

Capacity-building and knowledge exchange programs will also be expanded through workshops, training sessions, seminars, publications, and consultations for cultural officers, embassy personnel, designers, and other stakeholders.

The partnership will likewise focus on content development and strategic communications, including the production of promotional materials, multimedia content, digital resources, and curated narratives highlighting the traditions, innovations, and cultural significance of Philippine textiles.

The two agencies also intend to develop and prototype Philippine-branded products such as souvenirs, gifts, décor, and formal wear for use in diplomatic and state functions.

Technical guidance and advisory support on textile technologies, production processes, and heritage practices will also be provided to further strengthen cultural diplomacy initiatives and partnerships.

Through the collaboration, DOST-PTRI and DFA-OCD expect to open wider opportunities for “Telang Pinoy,” from local weaving communities to international platforms, and pave the way for greater global recognition of Philippine textiles. (PNA)
